For many consumers, it’s a shorthand for quality, safety, and supporting the local economy. <p>The "nationality" of a product in the EU is governed by <strong>Article 60 of the Union Customs Code (UCC)</strong>. According to these rules, if a product is manufactured in more than one country, its origin is the country where it underwent its <strong>"last, substantial, economically justified processing."</strong></p>
<p>This sounds reasonable, but it creates a massive gray area.</p>

<p>To be legally "Made in the EU," a product must undergo a transformation that results in a "new product" or represent an "important stage of manufacture."</p>

<li class=""><strong>The Loophole:</strong> A smartphone with components from outside the EU can be labeled "Made in Germany" if the final assembly—the "last substantial transformation"—happens in a German factory.</li>
<li class=""><strong>The Reality:</strong> While the assembly creates some local jobs, the vast majority of the economic value (the design, the high-end chips, the screen) was created elsewhere.</li>
</ul>

<p>The law is clear that "minimal operations" do <strong>not</strong> change the origin. These include:</p>

<li class="">Affixing labels or logos.</li>
<li class="">Basic cleaning or preservation.</li>
</ul>
<p>If a company imports bulk olive oil from outside the EU and simply bottles it in Italy, they <strong>cannot</strong> legally say "Made in Italy." However, they <em>can</em> say "Packed in Italy," which many consumers still mistake for origin.</p>
